On Monday, January 6,
2014 at 4:25 A.M. Sergeant Scott Webb of the Warner Robins Police Department
observed a suspicious vehicle turning onto Radio Loop. Sergeant Webb proceeded to check the
businesses on Radio Loop when the car he previously saw pulled out of the

A continued investigation
by Detective Wright revealed that a second person, identified as Samuel Rumph

by Taking.
Neill and Rumph were
transported to the Houston County Jail.
